MANILA, Philippines — The traffic violation and road accidents in Manila went down by 90 percent and 62 percent, respectively, after implementing the no contact apprehension program (NCAP) in Manila.

This was according to Manila Police District’s data in 2021, according to the local government.

Manila Mayor Honey Lacuna said this shows that the NCAP policy improved the city’s traffic situation and made it safer for motorists and pedestrians.

“The evidence shows that NCAP keeps traffic flowing smoother and faster and keeps motorists, bicycle users, and pedestrians safe on the city roads and streets,” Lacuna said in a statement on Wednesday.

“Most importantly, the abundance of data shows that the NCAP is quite effective in keeping city traffic smooth and efficient while also protecting the safety of pedestrians and motorists,” she added.

Despite this, the Supreme Court ordered the suspension of NCAP policy on Wednesday.

Lacuna said the local government would heed the high court’s directive.

“Nevertheless, we are prepared to comply with the Supreme Court’s TRO while also taking measures to benefit all stakeholders even while NCAP is suspended,” she also said.

Meanwhile, the local government will also field more traffic enforcers on the road following NCAP’s suspension.
